Sony has confirmed on US PS Blog that some of the Playstation Network functions are currently offline. However the company did not specify the reason for this downtime (maintaince?), and when it will start working again.
Many users have reported that they are unable to log into PSN from consoles or web pages.
According to the reports Australian and European PSN services appear to be online, and its working fine.
Sony has promised to reveal more details on it soon.
UPDATE 1: It has been reported just a while ago that PSN access in UK and mainland Europe will be restored just before this evening’s primetime, and North America and other countries shall follow later

UPDATE 2: It has been officially confirmed that the Playstation Network is down for maintaince. EU Playstation Blog just a while ago wrote on twitter:
"PSN is currently down for maintenance. We'll update you with timeframes as soon as we can."
UPDATE 3: A moderator (RabidWalker) on EU Playstation blog just a while ago suggested that the outage may not be over any time soon. On his twitter account, RabidWalker wrote:
"At this stage not sure how long the PSN outage is going to be".
UPDATE 4: James Gallagher: EU Playstation Blog Manager said:
As you are no doubt aware, the current emergency outage is continuing this afternoon and all Sony Online Network services remain unavailable. Our support teams are investigating the cause of the problem, including the possibility of targeted behaviour by an outside party. If the reported Network problems are indeed caused by such acts, we would like to once again thank our customers who have borne the brunt of the attack through interrupted service.
Our engineers are continuing to work to restore and maintain the services, and we appreciate our customers’ continued support.

UPDATE 10: PSN is still under maintenance
Just a few minutes ago, James Gallagher, Blog Manager, SCEE wrote:
We sincerely regret that PlayStation Network and Qriocity services have been suspended, and we are working around the clock to bring them both back online. Our efforts to resolve this matter involve re-building our system to further strengthen our network infrastructure. Though this task is time-consuming, we decided it was worth the time necessary to provide the system with additional security.
We thank you for your patience to date and ask for a little more while we move towards completion of this project.

In an interview to Electronic Theatre a source close to Sony said that "team currently working on restoring the PlayStation Network are aiming to have consumer access back online tomorrow (TUESDAY). However, there are no guarantees at this point."
SCEA's Patrick Seybold, wrote on the PS Blog:
“I know you are waiting for additional information on when PlayStation Network and Qriocity services will be online. Unfortunately, I don’t have an update or timeframe to share at this point in time.
“As we previously noted, this is a time intensive process and we’re working to get them back online quickly. We’ll keep you updated with information as it becomes available. We once again thank you for your patience.”
