Yes, this is now possible to swap the model to Skulls Sniper outfit on any of your female Mother Base soldiers. If you equip on any other suits then it may cause glitches. The Skull Sniper model works through headgear model, so it only changes all female headgear for the full body model. Must try mod and its good to have skulls at your Mother Base.

Ocelot is a recurring character in Konami's Metal Gear series who takes on a variety of roles: a henchman of Liquid Snake, the right-hand man of Solidus Snake, a friendly rival to Big Boss, and a major nemesis to Solid Snake. This Player is now available to swap with snake and you can play as Ocelot in Metal Gear Solid V: The Phantom Pain. This Mode will Swaps the MGS 1 Snake costume with the model for Ocelot.
8 - Play as Ishmael
Ishmael is one of the mysterious men with a bandaged face who rescued Big Boss while he was hunted by Quiet. Ishmael then disappears leaving Snake to continue his escape with Revolver Ocelot after the chase. You can play as Ishmael in Metal Gear Solid V: The Phantom Pain. This Mod will let you(Miller) run around in his Ground Zero costume, with both legs attached and a very snazzy neckerchief.
15 - Extra High Settings
The PC version of Metal Gear Solid 5: The Phantom pain looks a bit better than the console for the highest graphical settings. If you still want to exceed the max settings then you must try the settings above the extra high settings. With this MOD, the graphic quality will turn up further than the game allows by default. The Extra High Settings require a very powerful PC to handle and run the game at 60 FPS, so if your machine cannot handle them dont be surprised.
