York, who has served as the 49ers’ chief executive officer since 2008 and became principal owner earlier this year after acquiring equity from his mother, Denise DeBartolo York, was initially arrested on suspicion of prostitution, according to the police incident report. Authorities later amended the charges, and he was booked on two misdemeanor counts: disorderly conduct and possession of criminal tools.

York, 46, appeared in Columbiana County Municipal Court the following morning and entered a no-contest plea to both charges. A judge sentenced him to one day in jail on each count, to run concurrently, with credit for one day already served, and ordered him to pay $1,150 in fines. The court directed that $160 confiscated during the arrest be transferred to the Mahoning Valley Human Trafficking Task Force, and York was released after posting a $5,000 bond.

The NFL’s conduct policy applies to owners just as much as players

The NFL’s Personal Conduct Policy applies to all league personnel, including owners, coaches, and team employees, and states that individuals must avoid conduct detrimental to the integrity of and public confidence in the league. The policy states that ownership and club management are held to a higher standard and may face more significant discipline for violations than other personnel.

The league office can open its own investigation into a potential violation independent of any law enforcement action, drawing on court records and police information, even when charges are amended or resolved through a no-contest plea. Whether the NFL will pursue a formal review of York’s case has not been announced.

York has personal ties to the area where the arrest occurred. His mother’s family is from Youngstown, Ohio, and he graduated from Cardinal Mooney High School there, a city roughly thirty minutes north of East Palestine.

The Personal Conduct Policy requires clubs and league employees to promptly report any matter that may constitute a violation. As of now, the league has not publicly indicated whether it will take further action.
