The decision is due not to licensing issue as one might guess, but to the use of these vehicles that the majority of players have been doing in the multiplayer component.
As you can see in the list below, in fact, the biggest part of the cars is SUV/trucks/jeeps, categories which “have been used to ram other players in online races,” as one player said on Reddit commenting the news.

Forza Motorsport 7 is available on Xbox One and Windows 10 now, and a new title in the Forza franchise is expected to be revealed at E3 2018. It’s set to be Horizon 4 with a rumored location of United Kingdom or Japan.
