Will WoW Forever Progress Into TBC and Wrath?
No, WoW Forever is not currently planned to follow the Classic WoW progression into The Burning Crusade, Wrath of the Lich King, or any of the other expansions.
Blizzard describes Forever as a new permanent home alongside Modern WoW and Classic WoW. Players will return to the original continents, level up to 60, and continue progressing through new stories, experiences, and updates.
Instead of increasing the level cap and eventually moving players into Outland or Northrend, Forever is built around continuing to expand Azeroth while keeping the level cap at 60. Blizzard has announced new regions, dungeons, raids, systems, and other content for the game.

Will WoW Forever Stay at Level 60?
For now, yes, World of Warcraft: Forever will be locked to level 60. Blizzard has specifically stated that players will adventure to level 60 and continue progressing through new content from there.
The game is therefore focused on horizontal progression rather than repeatedly increasing the level cap. New gear, areas, quests, dungeons, raids, and other systems can give players more things to do without requiring a move to a new expansion continent.
